ANMAT 6403/2026: What Changes for Importing Dental Materials into Argentina

News
DENTEV

Published on 6 October 2026 in Argentina's Official Gazette and in force since the following day, Disposición 6403/2026 from the National Administration of Drugs, Food and Medical Technology (ANMAT) changes the rules for certifying Good Manufacturing Practices (GMP) at foreign plants that manufacture medical devices and in vitro diagnostic products destined for the Argentine market. It sets a 40-business-day deadline for the initial review of an application by the National Institute of Medical Products (INPM) and recognises ISO 13485 certificates accredited through the international ILAC and IAF networks. For an Argentine dental lab working with zirconia discs, printing resins or milling machines manufactured outside Mercosur, this measure directly affects the continuity of registration for the materials it buys.

What does ANMAT's Disposición 6403/2026 change?

The measure approves new guidelines and a standard certificate template for assessing Good Manufacturing Practices at plants located abroad. It targets cases not covered by either ANMAT disposition 3266/2013 or disposition 11419/2024, meaning foreign plants that fall outside the Mercosur mutual-inspection regime. Until now, these applications were handled case by case, with no formal deadline or standard template. According to ANMAT, the new rule is part of its policies on regulatory convergence, mutual trust and strengthening the health system.

Which dental materials and equipment are affected?

The measure applies to plants that manufacture medical devices and in vitro diagnostic products, a category that in dentistry covers zirconia discs, 3D-printing discs and resins, milling machines, sintering furnaces and intraoral scanners manufactured outside Mercosur, in Europe, the United States or Asia. The rule does not apply to each imported batch: it applies to the certificate of the manufacturing plant itself, which determines whether every product coming out of it can be registered and remain on the Argentine market. A lab does not file this application itself, the importer or the product's registration holder does, but a lab's supply continuity depends on that same certificate.

What are the new certification deadlines?

The National Institute of Medical Products now has 40 business days to review the initial documentation of an application, with the option to request further information or carry out an inspection, virtual or on site. The validity period of the certificate issued depends on the risk analysis and on the supporting certificate submitted with the application. For recertification, a company must file its request within the 60 business days before the current certificate expires, under the same evaluation criteria. A registration holder wishing to expand the product categories covered by an existing certificate must follow the standard scope-expansion procedure.

Why is ANMAT changing these rules now?

The measure recognises ISO 13485 certificates issued by bodies accredited within the international ILAC (International Laboratory Accreditation Cooperation) and IAF (International Accreditation Forum) networks. In practice, ANMAT agrees to rely on audits already carried out by those bodies instead of always repeating its own inspection, while keeping its final decision-making authority. This regulatory-convergence approach, which ANMAT had already applied to low-risk devices in May 2026, pursues a stated goal of speeding up procedures without giving up health oversight.

What does this change in practice for a lab that imports its materials?

For the lab, the change is not visible on the packaging of a zirconia disc or a resin, it shows up in the continuity of its availability in Argentina. A review deadline set at 40 business days, and a recertification window of 60 business days before expiry, give new visibility into the administrative calendar behind an imported product, where no formal deadline previously existed for these non-Mercosur applications. A lab that depends on a single reference with no local equivalent should ask its supplier or importer whether the manufacturing plant's GMP certificate is still valid and when it is due for renewal. A certificate that expires without a timely recertification request can interrupt the product's registration, and with it, its legal sale in Argentina.
